Description:
The Harris County Attorney's (HCAO) represents Harris County, its departments, elected and appointed officials, and employees in all civil matters that involve county business. The HCAO also represents the Harris County Hospital District, the Harris County Flood Control District, the Harris County Appraisal Review Board, and the Greater 911 Emergency Network, which are separate legal entities.

The Public Law Practice Group provides general legal services and advice covering a wide range of issues focusing on special projects and matters that tend to have a countywide impact, such as public finance, economic development, voting rights, and privacy. Matters that this group handles include budget, community services, Legislative Relations, elections, and public housing. The attorney will work exclusively with Community Development Based Grant Disaster Recovery programs and funds.

Duties and Responsibilities:
  • Reviews, approves, and signs contracts and agreements as to form for: Home repair and reconstruction projects with individual homeowners, rental housing construction projects with subrecipients for housing construction and development (owners and developers) infrastructure design and construction projects with subrecipients for drainage, facilities, roadway, and related improvements.
  • Reviews, approves and signs contracts with the Texas General Land Office for receipt of funding.
  • Researches and opines as needed on legal matters related to disaster recovery projects and related statutory and regulatory guidance.

Requirements
  • Juris Doctorate Degree
  • Must be licensed by the State Bar of Texas and in good standing.
  • Effective analytical, organizational, and time-management skills.
  • Excellent verbal and written communication skills.
  • Proficiency with Microsoft Office and the use of technology in the practice of law.
  • Ability to handle complex legal issues that are often time-sensitive.

Preferences
  • Five (5) years practicing law.
  • Experience working with federal, state and local agencies.
