Position Summary: Under the direction of the Executive Deputy Counsel for Employment and General Practice, the Director, Senior Field Counsel supervises the Senior Field Counsel, is responsible for student suspension appeals, develops training materials, and works on Chancellor’s regulations and special projects as assigned by the Executive Deputy Counsel for Employment and General Practice and the General Counsel. The Director engages in difficult and complex legal work having significant financial, procedural, or policy consequences for the DOE, and provides legal advice and interpretation on various issues to administrators throughout the DOE. Performs related work.
Reports to: Executive Deputy Counsel for Employment and General Practice
Direct Reports: Senior Field Counsel
Key Relationships: General Practice Unit, Office of the General Counsel; Office of the First Deputy Chancellor; DOE Borough Offices; DOE Press Office; Superintendents; Principals.
Supervises the day-to-day operations of the Senior Field Counsel.
Works collaboratively with Principals, Superintendents, Office of the General Counsel, and DOE leadership to ensure an efficient, systematic, and legally and educationally sound approach to service delivery in schools.
Serves as part of the Senior Management team to resolve complex legal issues in schools and school districts.
In consultation with the General Practice Unit, prepares student suspension appeal decisions on behalf of the Chancellor.
Develops and supervises the delivery of training by Senior Field Counsel to principals, superintendents, and DOE Borough Office staff.
Develops and updates Frequently Asked Questions/Legal Manual for use by Senior Field Counsel.
In coordination with the Office of the General Counsel, develops and updates Legal Manual for use by OGC’s legal staff in responding to large array of legal questions.
In consultation with the General Practice Unit and the Executive Deputy Counsel, advises DOE officials on statutory and regulatory interpretation.
Corresponds with elected and appointed officials, community organizations, and members of the public on behalf of the General Counsel and/or Chancellor.
In consultation with the General Practice Unit and the Executive Deputy Counsel, drafts and updates Chancellor’s Regulations.
Prepares, organizes, and presents professional development for legal staff.
Manages workload decisions for Senior Field Counsel. Meets regularly with attorneys to review the status of assignments, productivity, and goals.
Qualification Requirements: Minimum
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, of which eighteen months must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing complex legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
Ability to manage staff that handles diverse issues.
Ability to rapidly understand law and regulations and determine applicability.
Ability to write clearly and concisely.
Ability to conduct legal research efficiently.
Strong organizational and time management skills.
Internal candidates preferred.
