Summary
The purpose of this position is to represent the Appraisal District in civil litigation before the State District Courts and in administrative hearings. Activities will include conducting legal research, preparing legal documents, pre-trial discovery and motion practice, alternative dispute resolution and trial representation for a large portfolio of civil lawsuits. Advise Public Information Department on legal issues and draft memos to AG on open record requests. Activities may also include support of the appraisal district through transactional legal representation as needed.

Essential Duties and Responsibilities

  • Represent the appraisal district as legal counsel during judicial and administrative proceedings
  • Advise and assist the chief appraiser and appraisal district staff with regard to legal issues
  • Review HCAD procedures and policies in relation to constitutional and statutory matters
  • Serve as liaison between the district and outside counsel
  • Exercise proper professional and ethical responsibilities to internal and external clients
  • Keep the district trained and informed of legal developments
  • Maintain and update district publications, pamphlets, forms, and other documentation correspondence, reports, contracts and other legal documents as required
  • Attend hearings and legal proceedings involving the district
  • Draft motions, pleadings, briefs and legal memoranda
  • Take ownership and accountability for special projects assigned
  • Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies
  • Maintain HCAD litigation support as in-house counsel
  • Operate HCAD’s PC computer system for the retrieval and maintenance of information
  • Develop strategies to resolve cases favorably and cost-effectively
  • Propound and respond to written discovery, take depositions and prepare and present witnesses at depositions
  • Assist in bill analysis during legislative session and assist in implementation of new laws passed

Minimum Requirements
Education and Experience
  • Juris Doctorate, Graduation from an accredited law school
  • Licensed to practice law in the State of Texas
  • 5+ years legal experience at a top-tier law firm or governmental agency
  • Trial experience preferred
  • Deposition experience preferred
  • Proven track record of working on complex, high dollar value cases
  • Prior experience in the legal department of a government agency preferred
  • Experience in a high-volume litigation environment preferred
  • Legal competency/expertise/ knowledge of the law, including Texas civil procedure required.
